If payroll is installed, we cannot have both amount and percent in the same plan code. At the rule level, add an indicator that says if the plan should be Amount/Percentage/Both. If Amount or Percentage is chosen, default that at the employee level and grey out the field so it can't be changed at the employee level. If Both is chosen it should work like it currently does to accomodate HR only installs. Or add the percentage/amount option into the employee configuration on the payroll side so that a single savings plan can split to the correct deduction code.
