Allow for an enrollment period prior to eligibility date so Needs Review hires can sign up for benefits
Currently in open enrollment, you can't sign up for a benefit until you are eligible. �But people need to actually do their initial enrollment prior to being eligible. �Would be good if eligibility handled start dates, and we could specify a time period prior to to eligibility so that Needs Review hires could sign up through life events without us having to tinker with the eligibility dates.
