In ESS version 21.1011 The PTO details are displaying an incorrect negative value when the HRMS available value is positive. I've determined that the header value is taking requested time AND taken time away from the available balance. This double deducts for past entries. The way the application used to operate is that it would ONLY subtract requests that are after the "as of date" or "accrued date" for the plan.
You need a place where people can report software defects. Define a path. Tell us what that path is. Support doesn't work because when Support tells Dev about bugs, Dev often rejects the defect and that is the end of the internal process, but that doesn't make the defect not a defect.
