Remove SMTP check on Existing ESS installer to support Server 2025

Premium edition of ESS now supports external ESS servers and has eliminated the check for SMTP on the web server being installed upon. The existing ESS license is still using a 2024 version Quarterly Update and therefore has the check for SMTP as a prerequisite prior to allowing the installation to begin. This means Server 2025 is not supported.
