Web Portal: In the date boxes, make it easier to change the year and/or the month without having to scroll back and forth through the calendar

Currently you can highlight the date but you have to erase it in order to type in a specific date. Using the calendar that pops up is annoying because you can't easily change the month and or year -- you have to scroll through every single calendar month. If we could click on the month to change the month, and click on the year to change the year at the top of the calendar, that would make entering dates a lot easier.
