Show pending changes and prevent duplicates from being submitted at once

When a user requests an address change, or any change,�that�requires approval, they have no way to see that change�is in process. Then they submit a second or third change.�These overlapping request cause unnecessary work for the approver and can cause problems with the database records. This is also a problem if the user click on the save button more than once as each click sends a Needs Review request. It would be really helpful if the pending change showed at the top and the functionality of the paper/pencil button changed to edit/cancel that request.
