Clear UPPCHKR records

At some point, this table should be cleared, or a way for users to clear this table from within Sage 300 and Sage HRMS.

This would alleviate the issue of a SQL person or Business Partner needing to delete the record in SQL Server when a number/record that's already existing is attempting to be used in Calculate Payroll.
